Electricians are paid by the hour, and having to move items to provide access just increases the amount of time spent on a job and thus a higher labor charge.

Before the electrician arrives, ensure clear access is provided around the electrical panel and the area of a nonfunctioning device.  This includes for example the other receptacles in the room.
